Aviador estadounidense nacido en Francia. Se incorporó al ejército y prestó servicios en la guerra hispano-estadounidense. Fue el comandante del aire de EE.UU. más destacado en la primera guerra mundial; inició las formaciones de bombardeo masivo y dirigió un ataque con 1.500 aviones. Partidario declarado de una fuerza aérea separada, previó el reemplazo del acorazado por el bombardero. Cuando un dirigible de la marina se perdió en una tormenta (1925), culpó a los departamentos de guerra y marina de EE.UU. de incompetencia; acusado de insubordinación, pasó ante un tribunal militar y fue suspendido. En 1928 renunció, pero siguió abogando por el poderío aéreo y advirtiendo de los adelantos en las fuerzas aéreas extranjeras. En 1948 la nueva Fuerza Aérea de EE.UU. le rindió homenaje póstumo con una medalla especial.
